Esther Klaster is a Ph.D. candidate in the ISCM department. She holds a Msc. in Business Administration and Communication Science. Her research focuses on barriers for (policy) change in the public sector. Since her research case involves the ministry of Education, Culture and Science, she spends most of her time in The Hague.
